USB On-The-Go is a really useful USB specification! It allows some small devices that would usually be unable to act as a host to have limited hosting capabilities! USB-OTG is common for things like tablet computers and smartphones in order to allow for USB peripherals like flash-drives, keyboards, etc. to be hooked up.
If the Micro USB side has the ID (pin 4) tied to ground it will work with a Samsung Phone. Have used a similar cable very successfully. The phone switches to Host mode when the cable is plugged in; allowing access to the data on a SD card or USB stick. The USB stick shows up as another storage device in file manager.
But, it will not work with portable spinning USB hard drives; the current draw by the disk motor is too high.
