“Pressing the button lightly will turn it on. In the on state, pressing the button twice within 1 second will turn it off.”
What happens if you press the button twice as above, is power removed from the USB connector ? Then what happens when you plug in the USB-C charging cable ?
Probably it is designed for charging without any connected devices. Would need to see schematic to confirm.

I have pulled one of these from our stock and have an answer for you.
When input power is detected from the USB-C connector, the connection between the batteries and the USB-A output is disconnected. The USB-C input is then used to both charge the batteries and provide power output to the USB-A port.
I’m not sure how the priority is decided between charging the batteries and powering the USB-A output. My suspicion would be that the USB-A port is given power first, and the batteries are charged with the leftover so it may charge quicker if you manually disconnect the USB-A cable.
Either way this should explain the behaviour you are seeing and this shouldn’t cause any damage to the batteries as they are not actually being charged and discharged at the same time.
