Does the Arduino Uno Q 2 GB come with any jumpers, ie, so it can be put into boot mode and flashed?

From an unboxing video it doesnt look like it includes any.

I noticed that the official website shows the item as being on sale for $58, but when I click on it, it shows the original price instead. The price at checkout also shows the original price rather than the discounted price. Could you please explain why this is happening?
