It’s hard to say. I’d need to know more about how the drill works. Assuming that the trigger is controlled by variable resistance. You could possibly control it with a digital potentiometer like this one:

I suggest that you start this project by taking the drill apart and reverse engineering the electronic parts so you can work out how it might be controlled.
