Is that a table the radar unit is laying on and what is it made of. Whatever it is I don’t think it is doing the Radar signal any favours. This signal would probably propagate at 90º from the plane of the board. Those square blobs are the antennas. If the signal is reflected off the table it would be too close and might be reported as no signal detected. I have no experience with these particular devices and I have not looked in depth but I can’t recall seeing any info on antenna radiation pattern or direction. Maybe the manufacturer might think these 2 components are not important enough.
There again this info might be buried deep down in some text somewhere. I have not really looked. But try holding or mounting the device away from the table plane and see what happens when it is all alone in free air.

Bob’s idea is certainly plausible,

It’s a bit hard to tell from that photo, but it looks like the wiring on the Pi is as follows:

  • Blue → 5V
  • Purple > 5V
  • White → Gnd,
  • White > TXD

Could you please confirm the pins you’re using on the Pi and provide some closer photos,
