SDR’s would be right up your alley! There is a great community backing behind them already, albeit quite small.
I’d take a look at LoRa and LoRaWAN and maybe GPS’s, LoRa is the physical layer that allows for peer to peer communication in a variety of network configurations (point to point, mesh, tree networks) and allows for other technologies to be built on-top of it, LoRaWAN (that’s built on LoRa, not quite the same thing) relies on gateways on the ground connected to the internet (…and thus The Things Network), and GPS, satelites to get the modules location.
