Welcome to the forums!
This Lipo shim cant allow the battery to charge while in use. The primary use case for this one is to charge the battery separately with an alternate board and once fully charged, supply power to the Pi when plugged in.
For an all in one charger and power supply we generally recommend the PiJuice range, they have products for both the Model B boards and the Zero format boards.
