I don’t know for sure as you have not linked that data sheet but that 1300mW could be in the “absolute maximum” part of the sheet. 0.5W (500mW) could be the usual safe continuous rating which would be pretty normal.
Personally if a device is rated 1300mW absolute maximum I would be pretty reluctant to operate it above 500mW or 0.5W. That would apply to just about everything.
