Does the “Adafruit 16-Channel 12-bit PWM/Servo Shield - I2C interface” come with headers (as a slightly different product?

The shield comes with all the required headers to connect it, but you will need to solder them yourself.

It isn’t available as a pre-assembled kit as far as I can see. So now would be a good time to learn how to solder if you haven’t tried it before. If you need guidance, search YouTube, or if try your local radio/electronics clubs, or maker space.
