Can the DC-DC Adjustable Step-down Module 5A 75W be adjusted to provide a constant 5v 100 milliamp output or a 2v 1 amp output. What input supply would be required.

Don’t see why not. As long as 75W is not exceeded. 5V @ 100mA is only 0.5W and 2V @ 1A = 2W
The input volts have to be a couple of volts above the required output as this is only step down.
