These generally kick-on around 3-5V, it can vary and the brightness is quite variable down at the very bottom end. For the most stable operation a external supply is best.

I think if the meter itself is powered externally (the primary supply powers the meter in the hook up sketch displayed) the mete can read down to 0V (don’t know about negative V)
