Is the ESP32-S3-Nano Development Board WS-26745 functionally identical to ABX00092. Is the only difference the fact that the latter is already certified to electromagnetic radiation standards?

They are not fully identical boards. Both use ESP32-S3R8-class microcontrollers. Both support Arduino Nano ESP32 compatibility. WS-26745 is a Waveshare-style implementation. ABX00092 is Arduino official hardware design. Core features and code compatibility are similar. PCB design, RF layout, and antenna differ. Power regulation and USB circuits also differ. These affect noise, Wi-Fi, and stability. Arduino board has full certification and validation. WS-26745 usually lacks full system EMC certification. Differences matter for reliability and commercial use.
