The kit comes with the Official Raspberry Pi 5 Case, which includes the variable-speed fan.
According to this forum thread, 32-bit OS works on all the Pi’s that Core carries, so all pre-loaded cards come with 32-bit. However, 64-bit is recommended for the Pi 5, so it is probably worth re-flashing the software if you are comfortable.
