Is turning on electronic devices that use aluminum electrolytic capacitors manufactured in the 90s or 2000s or new devices for 1 hour every 6/12 months enough to prevent damage or failure of these capacitors due to disuse or no?

Having some idea on exactly what Gamer is trying to do here would be a step in the right direction
He/She has started half a dozen threads now all with the same theme. Asking almost impossible questions and not one of them hints at what he/she is trying to achieve.
And I get the impression that He/She has not done one bit of research himself/herself.
Please excuse the “He/She” as Gamer’s gender is unknown and I do not know the proper term in this woke age of speaking. I wonder how the French people get on. There is no neuter gender in their language. Everything is either Male or Female.

Hey Bob,
They/ them tend to cover all bases pretty well when you are unsure. While we normally use these terms in the plural sense it is grammatically correct to use them as both plural and singular pronouns.
We have a bunch of terms like this that we never really consider as both plural and singular but they can be very useful in the right context. Aircraft, fish, and sheep come to mind as nouns that can be used as both. Very off topic I know but linguistics can be surprisingly interesting.
@gamer87272298, I would suggest giving this guide a look at from the Henry Ford Museum. As they seem to have an interest in the preservation of electronic devices they may also be a decent resource to reach out to for more specific questions.
