Unfortunately, this is not a passive pin-to-pin mini-HDMI to VGA cable. HDMI and VGA are electrically incompatible:
HDMI is digital TMDS signaling.
VGA is analog RGB with separate syncs.
So, what Waveshare ships is a mini-HDMI to VGA converter (tiny active electronics inside the molded connector). That’s why you can’t just make a cable by wiring mini-HDMI pins to VGA pins — the signals don’t match. The converter chip (often a CH7101 or similar HDMI to VGA bridge) does all the work.

If you google “Waveshare display mini-HDMI to VGA cable” you will get quite a number of hits rom vendors with pricing in Euros. This might suit you better than $US.
Although I find it strange that you can’t purchase in $US . If you have a PayPal or similar account the conversion is done for you.

Several years ago I tried a HDMI to VGA converter to use my old VGA screen with a Raspberry Pi. It did work … sort of … but the quality was not good, and it did not take long to convince me to buy a HDMI monitor. I tried a second converter, but the result was the same.
Hopefully the products sold by Core Electronics, and the circuit given above, use newer components which give a better result … but I suggest you buy a HDMI screen instead. At least you should have no trouble buying one in India.
