Hi, I recently purchased 2x rpi4’s and poe hats for a little project I’m working on. I see that there may be circumstances where I might not have POE available. Can I safely power the rpi via usb with the hat installed, as long as I only use the USB without POE?

Yes, you can safely power a Raspberry Pi 4 via USB-C even with the PoE HAT installed, as long as no PoE power is present on the Ethernet port.
