As a project I am making underwater rov submarine so I want to know that , is yolo vision works underwater?

Yolo vision should work anywhere you have camera vision. The difficult part will be in water proofing any electronics and getting a camera that can get clear underwater vision.
Maybe making something like the PipeCam could help. The equipment is a little different because it was made in 2018, but it might give you an idea of how to keep everything waterproof and safe.

YOLO (You Only Look Once) vision can work underwater. However, there are important challenges you’ll face compared to using it in air. Water absorbs red light quickly; deep water mostly looks blue/green. This means your camera will capture low-contrast, color-shifted images. Particles in water (silt, plankton, bubbles) cause hazy images and reduce visibility. If your camera lens isn’t designed for underwater use (with a flat or dome port), objects may look distorted.
