I am planning on purchasing the DFRobot 32x16 LED matrix, and I noticed that the power cord has these weird hooks on the end. What type of power cable are these?

Nothing weird about them. Called spade lugs. Available at Bunnings, Jaycar and any good corner store.
Designed to clamp under a screw head and come in various sizes. The better ones have little upturned hooks on the tips to prevent the lug from coming out should the screw come loose. these don’t appear to have this feature. The insulation colour usually indicates the optimum wire size range. They also come in solderable form.

The terminal block these are designed for will have a row of exposed screws along it (come in various sizes) such as on the end of MeanWell or similar power supplies.

Thank you so much! Is there a good way to connect those to usb for powering, or would I be better off getting a separate power source?

I think with this sort of thing a separate power source is advisable every time. That way you can have whatever is required to drive the LEDs re voltage and current while the controller whichever you use can toddle along happily.

Be aware it is important to connect the grounds or negative on both supplies together. Both Arduino and RPi have ground connections that can be used for this.

Note: There is no reason that you can’t cut those spade lugs off if they don’t suit. Then you can do whatever is required for the supply you use.
