What is the small white socket on the top of the Pico WH used for.

That is for SWD, and uses RPi’s new standard for comms: Raspberry Pi Debug Probe | Buy in Australia | CE09592 | Core Electronics

It oriented towards Makers/Engineers that use C/C++ on the Pico
