Yes, the Power Over Ethernet HAT (G) For Raspberry Pi 5 (5V, 5A) (SKU: WS-27670) is perfectly compatible with most of the Raspberry Pi 5 4GB Starter Kit (SKU: CE09798), the exception being the case.
I would recommend getting an Raspberry Pi 5 Active Cooler (SKU: CE09791) instead of the Pi 5 Case fan, it’s just better at cooling it, and as for a case something like the HighPi Pro 5S Toolless Pi 5 Case (SKU: TPH-106008) would work exceptionally well, giving you more than enough space for all three.
