hoping some might know of a tracked rc out there that could navigate over a 75mm high piece if timber
I have very little experience in the building but very keen to try just need some direction

Something like Outlaw Chassis Kit | Buy in Australia | GB-3209-0005-0001 | Core Electronics would have no issues at all getting over the obstacle that you mentioned, we do also stock Devastator Tank Mobile Platform | Buy in Australia | ROB0112 | DFRobot | Core Electronics that would be a bit more budget conscious, do bear in mind that its overall height is 103mm so it wouldn’t be much taller than the obstacle, depending on the weight distribution in the robot there is a good chance that it will flip itself over when attempting to traverse the plank.
